Lets think about this carefully

We don't know where Buggy came from or how he ended up on the ship

Rayleigh had a secret conversation with Roger and was actively trying to avoid Shakky not wanting to be tied down with responsibilities

People say Mihawk is their child but mihawk would of already been at least 2 or 3 by this point

God Valley would be two years after the events of this chapter

Which means Buggy was one during god valley same age as Shanks

Buggy was born August 8th

Which would mean this chapter likely takes place around Nov/Dec of the previous year

Also isn't interesting Buggy is the only emperor without a familial connection to God Valley
