They will get specific individual matchups for which Oda will spend some panel time building the respective fight up whereas Goroslaves are the last King/QueenKaku/Jabra group that are given to Luffy's commanders.

I agree with folks that say Garling vs Dragon and Shamrock vs Sabo seems very likely.
