I think it’s possible that Rocks was actually the hero of God Valley and that Roger and Garp were played by the WG into destroying one of Imu’s biggest enemies. Think about it:

1. Set up extermination game in GV in order to lure Rocks
2. Capture Shakky and use her as a prize to lure Roger
3. Use Roger to lure Garp
4. Force/trick Garp into teaming up with Roger to fight Rocks
5. Rocks defeated, little to no WG casualties

It’s the perfect plan. All thats missing is how the WG got Garp to team up with Roger against Rocks.

What is the purpose of this flashback again?

At Wano we had the flashback of Oden. His view. And a bit of Kaido's, Tama's, Yamato's, Marco's etc. All still alive people.

At Elbaf we started with Harald's flashback, a person who already died. When we were supposed to have Loki's flashback. And now we are having Rocks flashback. Like for what?

Infodump.
Oda has structured this last saga around three big infodump speeches that he can give the reader every bit of information necessary for the story to function.
We had VP and the AK/floods.
Now we have Loki and GV/Rocks.
On the next island we'd likely have someone tell us at length about JB and the Void.

Rocks was from God Valley as well there is more lore to it . Rocks was planning to deep and him sending his family was probably part of it .


Maybe its all related to Davy Jones . We know the island was probably erased with Ancient weapon my only guess is God valley had Ancient weapon hidden thats why Saturn was sent since he was God of Science and Garling also took his position .
