Overall yes, but Warcury is always in the middle and seemed to be the one a little bit above the rest. Also, there was the planet order system that had - before Garling came - Warcury above the rest:

Tbh it wouldn’t be the first time the most influential member isn’t the strongest. People for years thought Doffy was going to be one of the strongest warlords cause he was constantly specially highlighted even giving the speech at Marineford.

I think it's based on seniority even if there is hierarchical order. I doubt Garling can order Venus on his second day at work.
Whoever came first holds more respect imo

Anyway now it is all water under the bridge since Garling it's clearly the strongest imho, being Shanks' father and in that double spread and all.

It's no coincidence that Garling represents the Moon, which in the planetary order is even closer to the Earth.

Garling might be the only character who could make 2 top tiers by nutting once.
Imagine what he coulda done if he wasn't a gooner and continued having sex.

Sure.

With Garling we, let's say, "know" he is the most important because moon theme + Shanks' father + double spread, but it's not like the other Gorosei "know". For them, he's just a new guy.
