Dragon failed lol.
He ran away with Shamrock and was later on taken by Garling.
Shanks was protected by Rayleigh while fighting garling. That's how shanks ended up in Roger's care.

She would probably be more CD-like in terms of the way she’s treated if I had to guess

We know they’re not entirely against raising people’s status (Loki and Gunko) so maybe Garling wanted to do the same with who he viewed as the most beautiful woman alive

It makes sense one of the underlying themes of the story is there's no good or evil its all about perspectives Oda was telling us about Rocks from the perspective of other characters mainly the world government, he's basically been leaking WG propaganda into the real world but now we're getting the truth in all honesty its pretty brilliant
