Honestly it does make more sense that Imu fought and defeated Rocks via Gunko, and that what Garp and Roger actually fought was domi reversi Rocks.

that way Roger and Garp remain unambiguous good guys.

Garp being a fraud would be a more interesting story tho imo

Sure, the average marine wouldn't know about Imu. But when they see this one girl turn into a devil and do some black magic to turn their enemy also into a devil, well...some questions may be asked.
