Shiki should be the minimum for someone of Rays caliber. Ouchoku is likely nothing but a simple veteran, no way that snake is VC-level. He aint even top 5 in Xebecs crew.

And we also know that Ouchoku made it out well with Beehive and all.

Ray v Shiki doesn't really have any narrative-weight even more so given the current plot line on God Valley.
It'd be good hype for Ray but that's all it will amount to. Narrative-wise Ray's opponent imo is 100% Ouchoku who captured Shakky.
Ray has to play some sort of significant role in this Shakky plot-line and the most realistic possibility is that he takes out Ouchoku who kidnapped Shakky imo.

This is still avoiding the point. If Imu, at any point in time, seemed to be on the cusp of losing/dying to Rocks, he'd IMMEDIATELY have his ENTIRE army on him. That's not up for debate.
Very different from Rocks wanting to fight and kill the Holy Knights.
