More complex than that. But the center of the arcs. Cocoyasi was centered around Nami. Ennies Lobby around Robin. Marineford around Ace (no main character, wtf?). Wano around Oden.

Her Bar is several Groves away in the lawless zone, its in a whole nother section of the Archipelago, its a whole other small island in itself from where the auction and slavery is and she has Rayleigh with her. You really think the CDs just stroll out in the wild? The CDs of all people lurking around in the sticks?
Besides, you really think people will remember her from am event that was not only decades ago but eradicated from history?
