Okay, the fact that people ran away before Blackbeard killed them does not mean destroying towns is somehow not an evil thing to do. Blackbeard was entirely fine with killing people with his fruit. And that happened at the beginning of the fight, with the towns people watching the fight
later we see a much larger clash....that probably did in fact kill everyone in the town
The likelihood that everyone got away seems impossible, unless they all somehow had ships. And the notion that everyone was somehow able to escape Xebec wiping multiple towns off the map with zero casualties is beyond ridiculous

Btw my point is that you can destroy a town without killing everyone. Destroying a town means destroying the buildings.

You added the word “slaughter” to Rocks’ crimes and Oda didn’t use such a word. If Oda is implying Rocks is a mass murderer doing genocides every other week, he would have just gone out and said so

It at least obviously implies killing a substantial amount of people.
Do you have a source that Doffy's birdcage killed nobody? I highly doubt that, and even that would be helped by the fact that:
There were Marines present to evacuate people
Fujitora, Zoro and others held back the birdcage for a bit, while people moved into the center of Dressrosa
Doffy was defeated, and the birdcage was stopped.
