For Sanji, Hawkins and Drake were needed just to equal a non-serious Sanji.

For Zoro, Hawkins was enough to have him bleeding. Not only that but two captains were required for Sanji, while a nerfed underling was enough to one shot Zoro.

The signs are there Oda consistently makes Sanji fight stronger opponents than Zoro lately. He keeps Zoro safe because he knows how popular he is but at the same time knows he is weaker than Sanji.
