Sommers feels more like a Robin opponent. Oda seems like he’s been setting her up to finally be able to “beat him” (probably just BFR or trap him).

And Killingham is a very clear Usopp opponent.

Oda made sure to hype Dory and Brogy above them and Zoro and Sanji will always fight the two strongest subordinates

Sanji got a beyond shitty Power management, but Luffy got 3 or 4 Power up in Wano; Zoro 3; Kidd and Law got way stronger randomly, etc.

Sure, there´s like some balancing here, but what was the end result anyway? Law and Kidd lose the very next arc against characters older then them. Kidd´s loss is obviously needlessly embarassing even. Zoro and Sanji´s strongest opponents to date last 1 week without their captain. I would say they lost to the marines, but that isn´t what happened. They lost to one marine, lol. And I honestly don´t even see Koby being a bigger deal then any of the above, they´re the ones supposed to lead the new gen.
