All the tribe with no question accept her as their king because they probably all know something grander here and it all does tie to inheriting Pedro's will. To further add: Zou isn't the original home of the minks, in fact one of the most intriguing hints to this is the fact the current mink home Mokomo Dukedom is inherently secondary to a Kingdom—a Dukedom belongs to a Duke who sits below a King of a Kingdom. This heavily implies there is a true ruler of the minks and Zou as a country is secondary to somewhere else. It's really made apparent both former dukes leaving Zou to Carrot thus now titling her its "king" really speaks volumes here that the true ruler is her like the minks have an inkling to her prominence that she's unaware of.
