Top 1 Roger is old news. It hasn't been a thing for a while now. There is zero proof Roger ever defeated or could even defeat Garp or WB. Roger was just another top tier from that era, slightly above the others just like WB. How Xebec is being written is what we thought Roger was.

1. The person who said the line about bounties was Brannew who prefaced the chapter saying we don’t have much info at all about the Rox crew.
2. Sengoku then says all public records of Rox was destroyed as if it never happened like God Valley



Oda literally couldn’t spoon feed you any more that Rox’ bounty isn’t counted in pirate history.
