The elders or Imu are not part of the military so that aspect should not matter to them ( hell even the HK are not and they should be weaker than admrial beside one or 2 )
GB and Fuji were not part of the military and became admirals which show there other strong characters out there which you could apply that to the elders.

Unless you think the Gorosei are just going to get destroyed when the counter to regen is found out (which btw has barely ever happened in this manga before, i.e it never became easy to fight most Logias once Haki became a thing), it's obvious they're still pretty strong without it.

Even if you don't value retired Bumgoku's source since he didn't participate in GV, it still was stated in the Road to Laugh Tale booklet that sane Xebec who (attacked World Nobles) fought Roger & Garp.

The fact that Oda could and would totally drop sane Xebec vs Roger & Garp and have Xebec fans be content with folding Sommers pro max before ultimately jobbing to Imu's puppet is not mere baiting, it's just another evidence of Oda's schizophrenia.
