Nothing was said about a specific military force, though. What was said is that the admirals are the strongest military force the government has. The Holy Knights are just another military force that the government has, same with the CP0.

The Gorosei and Imu do not count, since they aren't a military force, but a political one.

We just had one become a elder which mean they also have tied to political aspect of the world.
Not even the FA can order around the HK and they have deal with issues within the hoy land for CD.
There more than just another another military force for elders\Imu .
Still when Oda said that line in the manga there was most likley no HK in his mind since that was 20 plus years ago lmao.

I don't really care about sweating. Fujitora was huffing and puffing + sweating from just yelling or Buddha sweating from every lil thing. The context of Kong's convo with the Vice-admirals, was him being stuck between the Gorosei and what the trio wanted, thus stressed out by the situation. Rather it's interesting the trio is discussing things with him rather whoever the fleet admiral is of that time. Blud is just under stress.
