I'm not powerscaling based on feats or whatever worstgeners claim to be legit. This is purely based on narrative portrayal. And end game villian of such importance shouldn't be getting embarrassed like this.

That speaks to his legend. It is undeniable that at the very least, Prime Garp is the strongest marine to ever live.

This is disingenuous. This was Rocks first fight in the entire story that wasn't against a random fodder and he got low diffed/neg diffed. At the very least, Oda could have had him beat a weaker Rocks pirate or something first, but he just got fodderized. The idea that he's even a top tier is unironically just a (mostly valid) headcanon now, since Gorosei aren't picked for strength, but for politics.

Whitebeard and Kaido not sure what to do but Xebec also ordered them to kill him. Reluctantly Whitebeard and Kaido also attacked Domi Reversi Xebec thus "the betrayal".
Kid Teach saw it, misunderstood and thought Whitebeard was really betraying his father.

But there’s nothing preventing Oda from giving him higher than 3B if we’re meant to think his current incarnation is a level above the admirals when it’s clear he’s relative imo

Usually Oda safeguards these type of characters until their times come. Like Doffy or Shanks. They get immaculate portrayal until the very end.
