This chapter 1000% confirms by the way Imu could have just made Xebec their bitch when he stumbled into the flower room. Not because it would be a extreme diff fight like cope clowns declared but Imu deemed Xebec unworthy of being his slave at the time.

Why don't Marines leave when they find corruption? Because, if a high ranking Marine leaves and joins the WG, their hometown/island will be destroyed/lose status.
