And I guess this makes a more thorough contrast between the subjugation of Imu and the liberation of Nika. I expect that 1. Being so hidden makes it considerably more effective than a character who's out in the world unintentionally showing everyone how to beat him and 2. Being a laughing fool is a good defense.
Because Imu need to be at that place to do it, he seems to be only capable of possessing Gorosei/Holy Knights, not teleporting himself or even leaving the Holy Land.

Yep. Its the same bs with making D's persecuted or hunted down, or retconning the Gomu Gomu into the Nika fruit. The minute Luffy's existence reached the marines along with his devil fruit, which still wasn't awakened, should've warranted an immediate pentagram teleportation or sending cipher pol or gods knights to destroy him covertly and immediately without raising alarm. Wano was the beginning of the end, and Retcon Valley is a glimpse of what awaits us further.
