I´m not sure why Kid Buu being more violent is relevant in a powerscaling discussion tbh.

Because I see IMU's childish speech patterns and demeanor as a mirror of Kid Buu. IMU may use pawns and tricks, but once he himself joins the battlefield, like in this flashback, it's pure destruction because he indiscriminately hits everything and everybody.

That´s like saying Jack is the most powerful beast pirate, since he was ready to kill everyone on Zou.

That's strawmanning it, because the gap between Jack and King is bigger than the one between Kid and Super.

Clearly imu can kill them but he doesn't do it

Imu did indeed could defeat Rocks anytime he/she wants.
But about the Domi reversi part,
Its just like how Shamrock attacking injured Loki, Gunko even said Shamrock didn't need to dirty his own hands to a filth like Loki, hence why he use Cerberus to deal the "final blow".
In Imu case, its kinda like that one maniac or Doffy if u want One piece char, who enjoy seeing people getting murked by their loved ones. Who think wouldn't it better if i didn't even try, but can use the strongest people in here to murked everybody.
