By this line of reasoning, Rayleigh was “bragging” about doing something crazy like stopping Kizaru in his old age while the Straw Hats were crying by his side and being completely crushed by Sentomaru and Kuma — all because Rayleigh chose not to use the strength he still had in his old age from his prime to help the Straw Hats and fight Kizaru. It’s bizarre where you’re taking this.
And even following your reasoning: for Whitebeard it was illness, and for Rayleigh it was the fact he hadn’t held a sword in decades. We could keep using these excuses, which would leave only Garp, right? So why did Whitebeard, once again, use his line “Don’t be intimidated by him, he’s just an old man now”? I don’t know about numbers or percentages, but no old legend is at 100% — that’s an absolute fact. The most accurate interpretation of Oda’s words, and the one that makes sense on the power scale, is that even in old age they’re still strong, but
they do not maintain the full strength of their prime.
I just don’t think Whitebeard would have said “don’t worry about Garp, he’s just an old man now” if Garp still had 90% of the strength he had in his prime.
