I joke about the fruitless thing but I'm extremely confident Oda's way to portray Kuzan being current gen Garp (Koby is future) without having an all out fight directly. Oda does this shit all the time, like fruitless WB being able to match Roger in their clash even though both are mean to be equal in a fight .
Battleship bags is how Oda illustrated Koby's growing to the point of being able to perform Honesty Impact (a haki move), so it's mostly symbolic.
Kuzan's physical strenght ~ Garp's
Garp's haki > Kuzan's haki
Garp's strenght + haki = Kuzan's strenght + haki + fruit
Downplayers are cooked once the Kuzan pulls his own "Impact move" (that will likely be a combination of haki + df + strenght)
Also it's now undeniable Garp = Roger, so a hesitating Kuzan & co basically fought a healthy Old Roger on Hachinosu.
