Oda does this shit all the time, like fruitless WB being able to match Roger in their clash even though both are mean to be equal in a fight .
Battleship bags is how Oda illustrated Koby's growing to the point of being able to perform Honesty Impact (a haki move), so it's mostly symbolic.

Garp's haki > Kuzan's haki
Garp's strenght + haki = Kuzan's strenght + haki + fruit
