BM was 2nd strongest after Flightbeard when everybody thought it was Shiki. On top of that she also has AdCoC in her early years. Oda portrayed her among the legendary six, smtg fans would swear up and down she could never be a part of. She also survived a demi god assault and hasnt been damaged by any other yonko until Wano :Fruit_Merchant:
 
No he didn't. This strongest stuff pirate folklore doesn't apply to marine. You should have understood it with Garp being excluded from Kaido's top.
He might have ended up a bit weaker, there's no reason for titles to exclude marines purposefully. But I think Garp should help make people reconsider how they see pirate/marine relations in the manga. Their was never any pirates the marines couldn't deal with, it was just the amount of them, so the WG made the world balance policy 20ish years ago, but before that, the marines were freely chasing top pirates.

Why would peacekeepers have titles encouraging violence? Garp being "The Hero" is much better for the kind of symbol he should be.

Has it ever been implied that the government assigns titles though? I would just assume it's a talk of the town thing, you probably have guys in verse arguing about this stuff in bars and shit, and eventually they come to some kind of conclusion. There was people who knew about how strong he was.

Though, I guess you could argue that titles don't necessarily have to be 100 percent accurate, just like 99.99 percent accurate.
