I dont think it weakens their will more so changes their allegiance, their will is still there. Xebec was speaking to WB and telling him hes in the way. Basically what Roger and Xebec were hearing was the unconscious part of Xebec crying for help.

Xebec literally said he's fading away. He noticed his will being overtaken by Imu. Xebec spoke under Imu's spell just like he moved and acted under Imu's spell.
Before Imu teased him with Harald Xebec still resisted Imu in spite of his partial transformation. The voice Garp and Roger heard was Xebec's real self aka his Haki / will was still here to some degree. He even was still able to recognize he's acting against his own will and shed tears over it.
Imu doesn't boost Xebec's haki, he's conquering him with his own and Xebec is able to resist for so long because of his actual haki's strength

Lets say he was using CoC before ( that is most likely the case).
It clear to see that Oda wanted to put more emphasis on CoC when he in DR mode. ( like when luffy did WSG for eg )
So he decide to draw it more for all the attacks since we seeing it every where last chapter .
