On the same page, Oda showed 3 people clashing and then the sky splits, but he's implying that Rox is stronger than them.
When Joy Boy splits the sky, he wasn't clashing with anyone.
Oda even mentions Rox, Roger, and Garp on the next page.
If Rox can split the sky by himself, then why didn't Oda show it in the clash with Harald?

No, he’s showing Roger and rocks clash and then Garp punch Rocks and then Rocks uses a Haki burst so powerful that it tosses them both away and then the black lightning from Rock’s haki burst goes up above the island and then we cut to the sky split.

the only black lighting above the island during the sky split is Rocks’
