Imo two things can be true at the same time here: DR Rocks can be high top (+) in terms of haki and at the same time Roger and Garp can still be (far) away from their primes.
DR Rocks, who in base might not even have any special abilities that make him tricky to fight such as FS or insane movement speed, is just mindlessly bulldozing here.
He's incredibly powerful, but not unreachable because of that. They can hit him just fine, if they work together, hence two non prime legends putting in everything they have and concluding this battle in such a way makes sense, even if he can sky splitt alone, while they are not even sky splitters yet.
Sky splitting is used as a signature for great pirates flexing and all of them only become exactly that - great pirates - years and years after GV, when they go and partially concluded their actual real journeys.

Well yea it was a case of cooking the game for too long. You can tell even during playthrough exactly where the game was originally supposed to end, probably two times they crossed that line. It's like you can mark exactly where both of the major delays happened and they decided to continue expanding the story.
They got too ambitious because the expectations were so high they weren't satisfied with a predictable story. They wanted it to surpass all expectations for a narrative driven game and simply lost the plot.

Knowing Rockstar's track record it probably will be. Likely the reason for the delays, they're not releasing anything less than the greatest game ever created. I'm not even a fan of GTA games and I can see that.
Especially with the way graphics have hit a wall, this game will last a lifetime, they're probably making sure it lasts 30 years this time.

How does a retard like Garp end up looking like a Chad while Roja is out there crying and begging Garp to team up with him? 
Roger signed up for an adventure across the world, listening to no one.
