Nah for real, he isn't. Harald correctly realised that Rocks was not a winner, committing to helping him would've just made for a quicker downfall off him and his Kingdom, so he chose one of the two only options:
- stay closed off from the rest of the world.
- open up and cooperate with the WG.
Only criticism would be him falling on his knees offering to be a slave, when Elbaf had a very strong place on the negotiation table.

How could Harald have known that the WG is like this when there was no previous attempt to bring the two closer together lol. From his POV the WG has a ton of reasonable higher ups that are open to working with minorities and give them high ranking jobs within the government.

Oden decided to tweak for absolutely no reason even though he could've liberated Wano from Kaido 100% had he just teamed up with the old dude (Kaido admits to this).
