He could be just as strong, just an evil Shanks. Since Oda won't dare to make Shanks a villain.
Its 100% Oda's compensation to avoid giving us evil Shanks for sure. A way to make Shanks antagonistic. But he's still willing to make Shanks a holy knight which is the most hilarious fucking contradiction and thus hypocrisy on his part.
The only thing I can think of is that he was curious and wanted to see the WG from the inside out, see how it operates internally and plan to counter them and take them down that way as well as learn about his Figarat heritage and origins ofc.
