Honestly, is there anyone who’s portrayed better than Kaidou? Harald, who was basically on the same level as young Xebec, the same Xebec who killed an admiral, got stronger later just like him, and even so, in their last fight they ended up in a stalemate. And still, the government didn’t really care about Harald and didn’t fear him. Meanwhile, there’s a reason why the Five Elders were terrified of upsetting Kaidou and were seriously discussing whether it was even worth doing that just to bring Nika back. Because Kaidou… he is the guy.
