It’s literally said by Rayleigh that haki is an ability that blossoms when someone is pushed to their limits. Should be quite obvious. It’s a shonen manga and characters do get zenkai boosts from time to time.

This is simply not true. The portrayal didn't get Kidd far. Law was highlighted as a problem by multiple top tiers (Kaidou and Big Mom), and was both visually and narratively carrying in the fight. He then went on to put up a much better fight against a top tier to no one's surprise. Oda is pretty consistent. If you zoom out enough Big Mom and Joyboy are equals, as readers we have to draw the line somewhere. Oda simply doesn't treat Big Mom with the same level of respect as most top tiers, he backs this through portrayal too when he needs (Luffy leaving his weakling crew to deal with her because Katakuri is the bigger threat, Luffy leaving Big Mom to Franky because Kaidou was the bigger threat, Kaidou stating Luffy > her etc.)

So yea big picture Big Mom is obviously on the same level as Kaidou, but we don't care about big picture, because the reality is it's the same for all top tiers in this verse.
Oda isn’t drawing Law beating Kid any less than extreme diff, Law just looks better on screen because Oda likes him more and can’t help himself. Just like how Sanji is obviously intended to be very close to Zoro despite Zoro having way better feats. Besides, I think it’s kinda obvious that in Oda’s childish mind, Kid’s stupid mechanical bull Corna Dio attack was supposed to look really cool and imposing, even though most of us thought it was kinda meh, and it doesn’t help that Oda refuses to draw impressive DC nowadays. Same with Damned Punk, we’re supposed to assume it’s really strong because it’s this big, cool-looking laser beam attack

41 isn't mid 40s, we have multiple examples of top tiers in their late 30s in their prime. Roger and Garp had AdCoC for years by the time GV came around, could be a decade, they also mastered it to the point they knew about CoC defense and haki mass. It is plain obvious that Oda's intention is Roger and Garp had entered their primes. He left very little wiggle room for growth, when it wouldn't be hard at all, just remove at least Roger's Ace blade and we could argue he has something to add to his repertoire. Oda wasn't willing to compromise at all.
I mean, don’t you think it’s kinda weird that Roger looks the exact same as when he clashed with Garp 6 years ago, when Oda explicitly stated that Roger and Garp weren’t in their primes at that point?

Oda would never draw Law vs Kidd on panel for this reason. Oda is a lot smarter than you think. He knows he can't justify Kidd pushing it past mid diff so he would not dare draw that on panel. At best we'd end up with the Big Mom vs Kaidou situation.

But when it's time for the real separation to happen, Oda is very consistent. So yea it's big picture vs the details. Big picture every top tier is equal and everyone lived happily ever after, but that's not what is being discussed.

King would low diff Queen based on feats, but if you forced Oda to say how that fight would go, he’s not gonna have King win that fight any less than high diff because they have that Z/S dynamic.

Same with Law and Kid, they have a Zoro and Sanji dynamic. Every time Law landed an attack, Kid landed one right after. They’re both constantly bickering, they both got the same bounty, and they both took an L to a Yonko right around the same time

Garp with grey hair and Roger with his mustache is supposed to signify their late primes, It's not when they entered their primes you dolt. You don't enter your prime when half your head is grey. At best you can argue they peaked there. It's the best balance of strength and wisdom. On GV they had all the strength and all the techniques but they still had a career ahead of them.
