I wonder if Harald actually knows the details surrounding Rocks death.
Doesn't seem like he was particularly close with any of Rocks' crew members so chances are that he never got to know. Plus he doesn't seem to know about Imu's existence this chapter. So could be that the reveal of Imu and the details behind Rocks death was what broke his resolve and key to that I'm thinking will probably be Shanks.

Shanks is putting on an oscar worthy performance for the celestials so chances are that Shamrock or Garling let the plan about the giants slip and then Shanks told Harald about it.

Harald is a really unfortunate character, he's dedicated his whole life to changing the current image of Giants in order to give the generations to come a better future. He has the strength but realises that that can only take you so far and is pursuing diplomacy instead. I'm sure he's aware the WG will try to use the Giants in someway but it's most likely a calculated risk. Sometimes you gotta lose something to win something. Unfortunately for him he's unware that the whole game is rigged and that there's an unholy existence in Imu that can literally take over your mind and steal your will away from you in the shadows of the WG


Considering Harald and Imu's dialog in the current timeline, Harald aparrently completely fck'd their plans and was somehow able to delay it so I'm curious as to what exactly he did and why it's taken the WG this long to try and take over Elbaf.
