Oda is just giving them more focus because they´re all more relevant to Luffy, while Shiki has no canon focus

Shiki, Silver axe, the pirate island guy have no focus because they have no actual connection to Luffy or the plot,but in the lore we know Shiki seperates himself from the other two, Shiki fought Roger as well as Garp and Sengoku(his marine rival), Oda also namedropped him in the SBS as someone he wanted WB to shout out, and ofc Shiki destroying half of MF and breaking out of Impel down was unprecedented when he did that. Him being weaker than Kaido seems fair, and idk about Big Mom but it´s not literally impossible, but it doesn´t really matter? None of the Yonko have beaten eachother, they just clashed a bit.

BM runs from kid Garp, prime Sengoku and Garp plus the marines behind them couldn't stop Shiki from destroying half of Marineford. 
I know the Shiki glaze reeks of cook agenda but shit still stands, he was on the same level as Roja and one of his many equals.

You can argue that at the time of the fight with Shiki he was prime, but none of that happened on panel. Shiki has pretty much nothing on panel to this day and the most we've seen is that his strength fell far enough for pre time skip Luffy to get past.
Funny enough yeah, it does remind me of how people pull out Sanji to glaze in any moment where he isn't outclassed
@Paperchampion23 I feel like it would make a lot more sense for there to be 13 HKs and 5 Gorosei. It'd be weird if there's only slightly more HKs than there are Gorosei, despite Gorosei being obviously a much more prestigious position and being much more powerful than your average HK. There were twice as many Tobi Roppo as there were All Stars
He probably didnt plan shit post Marineford, Oda made it clear with how overpowered luffy and Zoro are compared to pirates of their generation.
Anyway Smoker will get his time eventually, once the Navy arc unfolds Smoker will be one of the key players, his philosophy as a marine is a cornerstone within the grand narrative of everything involving the Navy
Fujitora lifted a huge burden off his shoulders, a bigger stronger man has come to fix the navy. But Smoker knows Fujitora will be busy with reforming the establishment, so someone younger yet also old enough to understand the past Navy, and can set the standard for the future.
The eventual Navy arc will be legendary, probably the only piece of good writing remaining in Oda’s storage
