With all that said, nobody and I mean nobody in any major shounen series has ever even come close to creating a character as dogshit as Oden. Ironically one of the major reasons he is dogshit is the same reason why his existence didn't do as much damage as it could have. He's just some flashback character.

Now Imu is a fumble waiting to happen. The gorosei already look like complete clowns and it's not just egghead, it's all of their actions throughout the story not making sense in retrospect.

Obito is a dogshit character who ruined the series. People always point out Kaguya but Obito is the one who tanked the show. Kaguya was just the cherry ontop.

Now, I should mention that during the Sengoku Era, there was a province ruled by ninja: The Iga Sokoku Ikki. But Iga Province was very small:

So, a version of the Sengoku Era where ninja rule the Lands and Samurai bring confidence to one Land only is what Kishimoto tried...but even then, the Kage were ostensibly subordinates to Daimyo, who only appeared in one chapter and were utterly inconsequential.

His world building just didn't work.

The entire world knew who Xebec was 40 years ago. Anyone who was like 18 at the time of God Valley definitely would have heard about the Rocks Pirates in the news. There’s no good reason why all the citizens that are 50+ would not know who Xebec is. Even if the WG removed his name from every text, all those 50+ year olds would still remember him and talk about him
