Actually in character for Saturn amd Gorosei.
These arent battle tested warriors, they are sycophants. At least Saturn is. No different from Charlos. They just sit in their room in Mariejois while everyone else does the work.
Saturn probably never had to face any actual combat, add in the usual CD arrogance mixed with immortality that nothing can truly hurt them anyway. Nobody dares fight CDs, so of course someone like Saturn ends up legitimately overwhelmed when someone like Kuma does square up.

So Shanks was an undercover agent the whole time, probably because of what Roger tasked him with, which Gaban was privy to as the Child of Destiny.

Also Harald being a PK level fighter even before the buff and immortality so he must be way overpowered, so he may have inadvertently been strong enough to resist Imu's control at least momentarily for Loki to land the striking blow, something Xebec could only ask Roger and Garp to do. There is no way Loki alone was able to beat an imu-controlled Harald.

But I assume there is definitely some effect even at a low level HK. That arm is gone, the mark is gone. Still rings true that Shanks losing his arm probably did something or nullify the contract. Whatever the mark did, its probably lost.

Shanks saving Luffy is iconic as it is and it probably got a whole deeper meaning with the mark being gone with his arm
