Its almost always an excuse for them to be racist without admitting it. I guarantee it and have seen it many times from experience. They drip feed it until it gets normalised and then go mask off when its safe for them to do it.

Some of the biggest racists I've seen are obsessed with dating foreign women especially Asians, insist on getting indian food, kebabs, Chinese food etc and spray tanning themselves to look like cartoon characters. All whilst they constantly shit talk anyone who isn't white and whinge they are are constantly persecuted and the "real minorities" etc . The irony writes itself.

To be fair I didn´t said "Shiki is not mentioned in the chapter".
I Just said Kaido, Whitebeard,Big Mom and Roger got hyped for ruling over the New world.
Nothing about Shiki.

But yeah in the end you are not wrong, translation matters.
In case Imu could mean "similar" to the navy too.
