There’s a reason why Mihawk is so dunked upon by the general community.
Interestingly enough, Mihawk would have remained as irrelevant as you suggest if not very many fans having a problem with his mere existence as the “Strongest swordsman”
like imagine if Shanks was a brawler like Garp, and the “legendary duels” between Mihawk and Shanks were the Roger vs Garp clashes of Swords vs Fists. Bascially imagine if you complete removed shanks from this equation completely
mihawk does everything the same as he does now but Shanks is a brawler. Would there exist even 10% the number of Mihawk threads across the entire fandom as exists now?
Mihawk given the same amount of “irrelevance” as you say he does but this time with no relation to Shanks whatsoever. What would happen?
See you problem isn’t with Mihawk or how irrelevant he is. Your problem is that Mihawk is “irrelevant” and yet stronger than your best boy. This is all that matters.

What I do think should have been expanded upon is the stuff that was established pre Timeskip, the Sword Gradings and the "Two Styles" of Swordmanship
this is what I mean by you want there to be tournaments and rules and rankings. You want the RANKINGS of sword grades to somehow matter to Zoro’s dream. You want there to be Rules and limits about “sword styles” to matter to Zoro’s dream
you want a scene where Zoro is fighting someone and then they shout “STOP, YOU’RE CHEATING” and then Zoro learns the “true way of the sword” in a fucking death battle and Zoro truly learns the RULES of swordsmanship so that when he fights Mihawk he can show how well he follows the rules and earns the most “swordsmanship points” in the fight with Mihawk for the Judges to declare he is WSS
sorry my guy, Zoro exists in a pirate world or ridiculous magic abilities. Zoro wants to be the greatest swordsman and that fits the world he is in because all these pirates with ridiculous magic abilities also happen to be swordsmen from time to time and Zoro wants to be stronger than them all.
