The devil deals where there from the beginning. In fact a devil fruit is a pact in order to get a power and lose the ability to swim. A deal with a "devil".

It would be a plot twist if Shanks pact is not canceled even if he has lost his arm. Imagine Imu controls him and his arm grew anew thanks to regeneration.
