I ain't gon lie, Harald better return to his senses at the very end and let these guys kill him, otherwise it might be over for the Xebec/Harald > PK agenda.
Isn't Loki basically like 16 rn lool. Unlikely Shanks is a top-tier yet and in fairness Gaban should be pretty much prime. That's one confirmed top-tier, maybe two in Loki.
We already know GV Roger and Garp who beat DR Xebec weren't prime, and look at the difference between Xebec and DR Xebec. If Harald, Xebec's equal, really was originally PK level, he should absolutely stomp these guys.

Also we know they explicitly battled and defeated the strongest pirate ever, how would 19 fodders and one Imu even accomplish that? The silhouette Oda drew implies that the original Twenty (or at least some of them) participated equally in the fight against Joy Boy, so we’re supposed to get excited about Joy Boy fighting Twenty Charlos’s and winning?

I think there will be a couple of strong ones from the relevant families (acting as the first gorosei) but they were mostly fodder.
Imu used their armies and resources. I heavily doubt the ancestor of Doffy was some Kaido tier warrior living on Dressrossa and wasting his time torturing Tontatas.
There was some back stabbings, Imu stole their tech, Domi Reversied some and then beat Joyboy maybe with the help of the amped up warriors among the twenty (the first and weakest generation of the gorosei)
What about the ancestors of the Gorosei families? Those guys are going to be strong as fuck and you know it.
I’m pretty positive Oda didn’t draw Joy Boy battling the silhouettes of the Twenty Kings just to reveal that Imu alone beat Joy Boy, and then having Imu twerk at Joy Boy’s Haki 800 years later
