People thought the fight was so one sided that they didn’t believe it could’ve possibly ended in 1018 and that we’d get at least another chapter or 2
It wasn’t particularly close
Saying he got a haki bloom there is like saying Zoro got a haki bloom against Lucci after Sanji called him a burden
It’s just an example of a character finally going all out

With how hyped up the ancient kingdom is due to it’s technology I believe Franky could be a legit top tier by EOS

People said that for all the TR fights. And the difference between Zoro and Jinbe is Zoro canonically doesn’t know he has that level of haki, so of course he wasn’t able to fully control it.
Jinbe on the other hand, has been using his powers for decades and knows how to use his haki. The fact is, he was getting overwhelmed by Who’s Who for a good chunk of the fight then suddenly he got stronger. And we’re told why in the manga “he just snapped” and rage boost is a canon power of the fishman.
Jinbe had to go all out in this fight, that is not enough to say Land Jinbe smokes Franky since they beat comparable opponents with comparable levels of difficulty.
Water Jinbe absolutely is way stronger, but not land Jinbe.

And again, the point is he went all out and was still needed a whole week to recover after the fight identical to Franky.
The two had the same level opponents and beat them at the same level of difficulty. Land Jinbe is not a tier above the other adult SHP. If he was then Elbaf should’ve been done differently with Jinbe getting no stand out moment among them against Gunko.
Idk why this is “downplay” when this isn’t even close to Jinbes full power tho? Like he grows massively with access to water for a reason?
