Because if not, then Quetzalcoatl might be a good possible pick. He's feathered so might fit the bird motif, and he controls winds and Sun which could fit Loki's potential elemental powers.

So from what I hear, Fenrir DID eat the sun in one version of the myth. Oda could potentially alter the design to be a winged wolf and give a fiery motif to OP Fenrir based on that?
Small and rather insane theory, but what if Fenrir is like Nika where he basically gives the power of someone who existed in a past world? And that entity had fire/solar powers from "devouring the sun", which could've been idk a natural Mother Flame or sthing
