Well one key point is that Shanks Haki was compared to Joyboy, 25 yo Shanks didnt even know how to get through Harald CoC barrier.

Dont forget that Giants age slower then Human so 14 years is like 3 times less time for them then it is for humans. So it would make sense if Shanks caught up and surpassed Loki in that timespan.
