Which was probably shamrock and Garling wouldn’t you want to fight for your family member back?
It's most likely Sommers given his reaction when meeting Gaban.

Garling probably ordered other HKs but he didn't personally go to take him back.

Shamrock was too young in Roger's era

It's not definitive to say they don't have COC yet

Idk, maybe this sounds like bias but if you want scaling to at least escalate reasonably, you want Shanks to defeat Loki squarely. It elevates Mihawk, Akainu, Blackbeard, Shamrock, etc. Yes, it makes endgame scaling look stupid compared to the baseline set by Kaido and others, but at least it keeps One Piece pretty consistent with other manga that do the same thing.

If Shanks doesnt or cant defeat him, now you have a character who scales higher than even Yonko and it brings into question what Oda is trying to do with him, because Luffy has to surpass this character at a reasonable point. If its in Elbaf (DR'ed or just an acknowledgement from Loki), then it really calls into question what Shamrock, Akainu or Blackbeard can even do to Luffy after this point.

The former at least scales them up. The latter makes them almost into a joke because "muh deities". Just my 2 cents on that, I doubt many people agree with it but imo the cleanest way forward is for Oda to actually glaze Shanks here one past time since it benefits other characters who rival him
I don’t think anyone actually wants powercliffing though

Like the idea that by the end of the series we find out that FA Akainu can stomp Kaido just makes a lot of things look goofy

Or that Shanks (with feats) could potentially wifi haki Big Mom or something. Stuff like that is cool on paper but it makes a lot of beloved characters look worse in the long run

Personally I feel like Oda is trying to dig himself out of this hole by showing that the GV fighters hadn’t reached their peaks yet so it at least makes a little more sense

Loki is essential for the endgame. He is also nerfed for the rest of Elbaf, I actually doubt that Elbaf Luffy will surpass him. If the time travel theory is real, then we might get a lot more villains that will be a challenge for Loki. The twenty kings, maybe one of those creatures that were mentioned in the murals.

Mihawk bounty is because he is strongest Swordman and killed thousand of marines
Exactly. What did Loki do compared to that?

Mihawk being treated like just another Warlord needs to be addressed by Oda.

Like he needs to have been the first or something, like just him aligning with WG is what actually created the Three Powers and the other Warlords were just extra.

That's the kind of hype WSS deserves.
