If you’re a solo guy and if you have a massive organisation you aren’t the same threat level
If Rayan who is a massive pirate and former Shishikukai and former Roger pirate creates a massive organisation with Crocodile and Mihawk as allies he becomes a 3B level threat
And it is indeed said : because of his pedigree + and the fact he has these two to yield to his authority his bounty will be 3.1B
the fact he has now those two under him is included in his new bounty

They still clearly tried to send people after him regardless of location though. It just doesn't make sense for this to mean Doffy > HKs, as that breaks the scaling a lot. It's dumb to assume people like Garling or Sommers are below Doffy just because he said they sent soldiers after him. It assumes that Doffy even tried to fight them when he literally just ran from old Tsuru despite having his entire crew with him
It makes sense if they got a bounty increase twice. Buggy was also a warlord who probably got a new bounty after the disbandment and then a newer bounty after the CG was formed, unless people believe that Buggy's initial bounty was 3 billion!

So, the overall answer to defeat those immortal fellas is just spam your conquerors until they can't get up anymore, and for guys like Gorosei, which have CoC also, ur conquerors must be stronger than theirs, which explains why Imu easily recovered himself after being attacked by Rocks, Garp and Roger, as his conquerors is just much above anyone else in the world.
This is really going into a mixture of Fairy Tail and DBZ, ironically, but instead of power of friendship, now it's how strong is your Conqueror's will, which is just power up directly out of your ass, without any explanation, same pattern as power of friendship.
