but according to the spoilers he has stronger acoc then prime gaban and managed to hurt harald even tho he doesnt know acoc

He hurt him thanks to his weapon while also not fully knowing how to use ACoC.
We have to see the full chapter but it look like he was able to get pass Harald CoC thank to weapon and ACoC.
Then in the end of the fight harald give him chnace and kill him with the hammer and ACoC which he did not fully understand

For Loki to able to bring harald into his senses he needs a powerful acoc far above prime gaban and young shanks to bypass the regen

There are 8 years time before he confronts Loki. In this period, Shanks somehow got a full crew and stronger, but still I don't think his power level alone is enough to subdue Loki.

Basically the CoC coating is the starting point, you need it to "pierce their bulletproof vest", without it you don't have a chance, but once you have it, anything else combined with CoC will be extremely useful (that not considering some DFs might have special abilities that work on HKs immortality by themselves from the get go, which seems to be case here tbh...)

Seems like Loki's advantage to beat CoC Immortality is the ability to maximize Black Haki Lightning combined with Regular Lightning, making his Black Lightning Haki attack overwhelming and on an entirely other scale.. Obliterating the Deep Sea Immortality through sheer '' Mass ''..
