Harold should have been shown equal to WB/Roger before their prime and God Valley base Rocks around PK level. Now this makes sense:

Amped Harold should be << PK level, so Loki defeating makes sense.

Amped Rocks>=PK level = Prime Roger/Garp/WB/Shanks > Loki = Luffy > Amped Harold > Current Mihawk > Shanks (before yonko) = Mihawk (rival of shanks before he became yonko)

The problem isn't scaling Harald to Xebec, the problem is pretending that Xebec was some PK+ level dude or something when he only ever fought great pirates before they hit their primes.

if Gaban was 60 but still his head in the game and he real pirate I would have told you he was in prime or real close to it

Im also pretty sure Lokis fruit is some counter to Imu though so that’s also another reason why,but yeah Loki being domi reversied I don’t see it happening,that that’s too much of a threat.
