Anything can be called legendary in OP. Even the bumass Katakuri's fake track record is considered legendary within their circles. It depends on how strong they were when the supposed duel happened. For all we know, the fight with Harald compelled Shanks to grow stronger and focus more than his CoC. Personally, I don't have high expectations for Shanks vs. Mihawk.

Has anyone had a more historic falloff than Orochimaru? Everything kinda just fell apart for him after Tenchi Bridge
It was revealed he got negged by teenage Itachi with a casual Sharingan genjutsu
Sasuke beat his ass
Itachi negged him once again
Kabuto became like 10x stronger than him in like 2 months
It was revealed he was totally inept at learning Snake Sage Mode even though the dude is a human snake
And lastly, he became some background cheerleader in the final war despite having access to all his Jutsu again and even gaining Hashirama cells

On a side note, I am not gonna pretend Shanks is some God tier character if he did end up matching or beating Loki on his own. It'll just mean we massively overestimated how strong Rocks and Harald were as far as I am concerned. I still have no clue why people automatically assume Rocks and Harald are stronger than PK Roger.

1. He was doing dogshit in popularity polls
2. Kishi really wanted to do more social commentary stuff in part 2, and Orochimaru wasn't really that in his mind
3. General power inflation/ a shift from knowing lots of jutsus being relevant, as opposed to generic powerup shit like sage mode
