We know the Government will issue deflated bounties like in the case of Luffy after Wano, we know that the Government doesn’t always want to issue gigantic bounties for no reason, especially when matters of history are involved.

He remember roger and his crew with them warning about freeing loki and getting into trouble.
Gaban gave up after seeing G5 this not matter of him getting gang up and giving up this was him testing them .
If he did not care that much he would not have test them in first place or want to see G5 and comment on it .
