'Cause either Shanks didn't tell Loki the whole truth, which would be dumb not to, considering the circumstances. Or Loki, even after learning all the things he doesn't know about IMU and his, still decided to be a moron about it and jeopardize everything Harald made him promise on his deathbed.
For Shanks to have to put Loki in chains, means either the former withheld information, or the latter didn't want to hear it. In either case, the character has shit for brains.

Loki being cocky enough to think that he could take down Imu seems pretty in character

Yeah Gaban and Shanks grew exhausted after a prolonged fight cause they couldn’t fully bypass the regeneration of Harald. Something that Loki couldn’t bypass either until the attack that Harald let Loki land without any defense

Even worse: they were unable to even stall him then.

And no, again: Loki dominated the fight and thanks to that Harald was back to himself. The best thing Gaban and Shanks did was talking a leg when Harald was focused on another thing.

Which isn't bad in any way. To beat amped Xebec Roger and Garp were needed. It's not their fault.

It is in character, I agree with you. But it's a dumb character, and a waste of so much potential. Loki had no idea what happened to Harald. If Shanks tells him that there is a man in the WG who manipulated Harald, who can manipulate other fighters, and whose manipulation is only a fraction of his power/ability, Loki should take more than a second to think about his moves, instead of going head-on into the unknown. Harald told him to assemble an army, not to become a martyr the very next day. And if Shanks is either playing the long game against IMU or he's trying to maintain the balance, then he has to tell Loki everything necessary to keep the new king in Elbaf, and Elbaf away from the WG.

So when was prime Roger? wasn't at GV and wasn't even years before he died (it was said WB had the title well before the great age of pirates).

I think both got stronger. They were 85/90% at GV. 80 if we really push (they still had 40 YO).

They got that 10/15/20 in the following years.
