Shamrock contacted Mary Gorosei because Loki refused.
Wouldn't the Gorosei and Imu tell Shamrock to kill Loki if he didn't join them?

There‘s a spot open in the HKs now that Saturn is dead. Remember that, while Garling took his Gorosei position, he was already in one of those 13 contracts with Imu, so he‘s likely trying to fill that spot again to maintain power. And Loki is an outcast to Elbaph officially, so he had no reason to assume he‘d decline to defend a nation that hates him.
The whole WG-Elbaf connection makes no sense.
IMU is too scared to send anyone to Elbaf after Harald dies, but now she's desperate. Fine. So she sends Sham to recruit Loki, who refuses. Plan B is to DR Dorry and Brogy and have them kill Jarul and claim the crown because... why again? How is an elder more important than the royal line? Loki is alive and well. Hell, even if IMU wants to bypass him, it still wouldn't be Jarul who needs to die, but Harald's other son, whom the WG knows about, since they put a bounty on him too.

Because Jarul is currently running Elbaph. And in Imu‘s eyes Loki was hated by Elbaph and a potential ally since he had no clue Loki was the most loyal and honest mofo out there who just took the blame to protect his people and keep the peace. Hajrudin doesn’t matter if they can kill Jarul and get Loki on their side.

The strongest "neutral" party (as in the only "neutral" party that is not directly opposed to the wg (keep in mind Imu doesnt that loki knows that Imu/WG is responsible for killing Harald)) is elbaf. The dialog imu has implies he needs to domi/contract the king of elbaf to subjugate the rest of the giants. So for that he sends hks to recruit loki, like he did with harald. That doesnt work so he commands them to attack elbaf probally with some goal in mind but it takes too long and summer starts to get neg diffed so he comes down himself to DRs defacto kings (as Imu seems to think King = currently the strongest) dorry and broggy, who need to kill the current "weak" ruler jarul

I have very close family friends and when they had a daughter I said she’s my little sister and I have treated her as such. (real story). And similar instances have happened to everyone. Just because you treat the offspring of someone as your sibling doesn’t mean you treat said someone like your parents

I don’t think that’s the case it’s that Shamrock realized it was Loki who killed Harald. In doing so, the fear surrounding the nation disappeared as this “unknown force” that killed Harald is now a known quantity which was already defeated by Shanks, so in Imus mind shamrock should be able to do the same.
As such, Elbaf is now a conquerable nation.

Compare to what rocks did to garp and roger where they couldn't deal even killing blows to Rocks while getting their ass beat
from the way they are talking it seems loki's fruit did some shit offscreen (as always) to negate the regen gimmick
