Title is obviously about Loki, the chapter ciffhanger is about his appearance as gigantic dragon.
At best you can bargain for both him and Luffy being refered as the strongest beings since plural is not always clear in japanese, but the Loki downplay is fnished either way, he one of those characters that sit at the very top of the world as anybody knew by the end of the flashback.

If we take things literally and just assume the title of the chapter is about Loki then Shanks would factually be weaker than Loki.
Anyways WB and Kaido were alive when Loki was captured so Loki didn't have any title and the WG only gave him a 2.6B bounty.

Eh, tbh there's still a decent chance a Maleficent-esque devilish dragon is gonna be one of Imu's forms, however redundant another flying serpent may seem.
