Why Oda couldn't go for a strong and brave child who was strong but not strong enough to beat Kaido to avenge his father.

Momo has improved a lot. Honestly, in hindsight, if you read/watch from PH now, I think you will find his will a lot stronger than we were originally led to believe.

Oh!! Oda is trying to over-sell him now, but in Udon, he did feel more like a strong enough kid who needs help.
